Then we ranked the free plans on form and response limits, whether branding can stay on free, and how cheap the first paid step is. Every limit and price comes from vendor pages fetched on October 11, 2026.
Our rules:
- Free forever, not a trial. A 7-day or 14-day trial does not count as a free plan.
- Limits from the vendor. Form caps, submission caps and branding rules come from each pricing page or its FAQ.
- Official pages only. Nothing here comes from review sites.
- Ranking is editorial. We compared published plan limits; we did not run conversion tests on every form type.

Free forms can collect payments, signatures and file uploads, use conditional logic and calculations, and connect to Google Sheets, Notion, Airtable, Zapier, Make and webhooks.
- Best for: public-facing forms where you do not want a monthly response cap.
- Free plan limit: fair use applies; uploaded files are capped at 10 MB each on Free, and forms show Tally branding. Pro removes branding and the upload cap.
- Paid price: Pro is $29 per month or $290 per year; the pricing page shows Pro as $24 per month on yearly billing. Business is $89 per month or $890 per year ($74 per month on the pricing page).
- Trade-off: branding and the 10 MB upload cap are the main reasons teams leave Free.

Verdict: Pick Fillout if you want a modern builder and can stay under 1,000 responses a month. Its Free plan is “Free forever” at $0 per month, with unlimited forms and questions, 1,000 responses a month, and no per-seat charges.
- Free plan limit: 1,000 responses a month.
- Paid price: Starter is $15 per month billed annually ($180 a year), or $228 a year on monthly billing (about $19 a month), with 2,000 responses a month. Pro is $40 per month billed annually ($480 a year) and removes branding.
- Trade-off: response caps mean high-traffic lead forms outgrow Free faster than on Tally.

Verdict: Pick Jotform Starter if you need templates, widgets and payment integrations while staying on a free plan. Starter is free with 5 forms, 100 monthly submissions, 1 user, 100 MB of space, 10,000 monthly form views and Jotform branding.
- Free plan limit: 5 forms and 100 monthly submissions; branding stays on Free.
- Paid price: Bronze is $34 per month billed annually ($39 monthly) for 25 forms and 1,000 monthly submissions. Silver is $39 billed annually ($49 monthly). Gold is $99 billed annually ($129 monthly).
- Trade-off: five forms and 100 submissions a month is tight for teams that run many intake flows.
4. Paperform: best free form builder for designed pages at low volume
Verdict: Pick Paperform Free if you want page-like forms and only need about 30 submissions a month. Its pricing page lists Free at $0 per month, “Free forever,” with unlimited forms, unlimited users and 30 submissions per month. Free forms show a Paperform badge.
- Free plan limit: 30 submissions per month; Paperform branding cannot be turned off on Free.
- Paid price: Pro is $49 per month billed annually; Business is $124 per month billed annually. Paid plans advertise a 7-day free trial with no credit card.
- Trade-off: 30 submissions a month is a hard stop for busy lead forms.
5. Typeform: free plan for trying conversational forms
Verdict: Pick Typeform Free only to explore the product. Its pricing FAQ says the Free plan includes basic features with a limited number of responses per month. The exact free response number did not render as a figure in our capture, so we do not invent one.
- Free plan limit: limited monthly responses (confirm the current cap on Typeform’s pricing page).
- Paid price: Basic is $39 per month, or $28 per month billed yearly ($468 a year), with 100 responses a month and 1 user. Plus is $79 monthly / $56 yearly with 1,000 responses. Business is $129 monthly / $91 yearly with 10,000 responses.
- Trade-off: paid entry is expensive relative to Tally and Fillout once you need more than a trial-like free allowance.

What about Google Forms and Microsoft Forms?
Google Forms and Microsoft Forms are free-to-access ecosystem tools, but they do not publish a classic free-vs-paid form-builder table the way Tally or Fillout do.
